Lampton Leisure is a new company setup to manage and operate the leisure services for Hounslow Council across the borough in Brentford, Chiswick, Hanworth, Heston, Isleworth & Osterley. Our leisure centres boast a full range of facilities including fitness studios, health suites, swimming pools, indoor & outdoor courts, pitches, tracks, and café facilities. It is our mission to provide inclusive and safe environments where we deliver supportive and professional services for all ages, abilities, and backgrounds to make a real difference and an enjoyable customer experience for all users of the Centre’s facility.

Who we're looking for:

We are looking for a Health, Safety & Compliance Manager to provide comprehensive health and safety support and advisory service to Lampton Leisure.

The aim of the role includes:

  • To ensure that compliance (relating to health and safety, and other business risk areas) is monitored, controlled, and reported appropriately to the Managing Director.
  • To implement projects to improve ‘health, safety and compliance’ functional remit performance, drive effective and efficient work practices, and drive compliance with relevant legislation, codes of practice and governing body requirements. Maintain ISO45001 and other industry body accreditations such as Quest.
  • To work as part of Lampton Leisure’s Senior Leadership Team, involved in the development of strategy, planning, budget and performance management for the service

Key Responsibilities:

  • Work collaboratively with the Managing Director, Managers and staff across the organisation to ensure high standards of Health and Safety management are maintained.
  • Work collaboratively with the Group Head of Health and Safety, The Group Health and Safety Committee and Health and Safety professionals across the Lampton Group.
  • In collaboration with the senior leadership group, develop and implement the Health, Safety & Compliance Strategy, underpinning overall business objectives and develop and implement an annual action plan for H&S in line with the strategy.
  • Develop and establish the Health and Safety function through developing and reviewing agreed policies and procedures.
  • Prepare and present reports to appropriate meetings and committees including Lampton Leisure and Lampton 360 Board and members.
  • Provide competent professional H&S advice on all matters of H&S policy and best practice to staff across the Company.
  • Establish and implement frameworks for the identification, implementation, monitoring and audit of compliance requirements across Lampton Leisure.
  • Manage external relationships between Lampton Leisure, the council, agencies and external contracts.
  • Ensure the HS&C Strategy supports the needs of the businesses and is flexible enough to cope with changes in the business
  • Ensure that HS&C practice is applied consistently across the Lampton Leisure organisation. Ensure Health & safety compliance through the review of key policies, procedures and working practices
  • Undertake such responsibilities as may be allocated to the post from time to time by the MD when required.
  • To improve health and safety performance in Lampton Leisure by contributing to a culture of continuous improvement and efficiency.
  • To promote a ‘customer centric’ philosophy, as to be expected in a Leisure and customer facing environment.
  • Assist senior managers in selection and implementation of a training needs matrix and recording system.
  • To source and ensure deliver of relevant health and safety training to employees in line with the training needs matrix
  • Carry out regular workplace inspections and prepare reports to ensure compliance and improvement.
  • Lead by example.
  • To arrange Health surveillance as required by the needs of the operation.
  • To collaborate with Group H&S, HR and Occupational Health Provider to develop and implement our approach to wellbeing.
  • Making a positive contribution to managing diversity and inclusion, both as an employer and service provider.
  • Owning relationships between Lampton Leisure and external enforcement agencies.

Person Specification:

Knowledge & Experience:

  • Experience and consistent achievement in providing proactive health and safety advice to an organisation of comparable scope and complexity.
  • Experience of providing advice to a range of stakeholders.
  • Experience gained in a Leisure environment (ideally leisure centres and gyms, but other transferable leisure experience at multisite level will be considered).
  • Preferably (although not essential) experience and or knowledge of public sector working practices.
  • Experience of managing, developing and coaching staff.
  • Knowledge and experience of using IT solutions to deliver a more effective and efficient service.
  • Experience of designing and delivering training (a training qualification would be an advantage).
  • Experience of implementing and maintaining management systems such as ISO45001 (essential) and QUEST (advantageous)

  • An excellent understanding of health and safety legislation, and best practice
  • Negotiating and presentation skills, with experience delivering the leadership teams and/or boards.
  • Excellent communication skills to relate effectively to employees, the management team, elected members and other stakeholders, and command their respect, trust and confidence.
  • Excellent planning and prioritising skills to ensure results are delivered within the required timescales.
  • Ability to initiate, develop and implement projects and programmes that deliver against agreed objectives and deadlines

Essential Qualifications:

  • NEBOSH General Certificate as a minimum or equivalent
  • Membership of a relevant industry body at technical, graduate or chartered level (e.g., TechIOSH/ GradIOSH/CMIOSH, MIIRSM/FIIRSM, MCIEH)
  • Education and Training Award (or equivalent experience allowing for training licenses to be obtained) preferred.
  • Pool Plant Operator qualification (advantageous)
  • NPLQ qualification (advantageous)

Key Performance Requirements:

  • Ensuring compliance in line with health and safety performance indicators
  • Management of compliance and risk requirements
  • Delivery of change and other projects in line with agreed timescales
  • Advisory support to Lampton Leisure, and Lampton360 as required.
