Senior Project Officer - Breaking the Cycle

DUTIES & RESPONSIBILITIES

Oversee the delivery of all Youth Offending programmes within Chelsea FC Foundation's London Department, including any future line management of Project Officers/Coordinators and Sessional Workers. Creating a vibrant and successful Youth Offending team, delivering a multitude of engagement, education and employment sessions to benefit a variety of young offenders with differing backgrounds. Ensuring all projects fulfil the requirements of the funding partner.

  • Develop and deliver schemes of work for young offenders and specialist groups based on the needs of each cohort, collaborating with other local services/charities to ensure young people have a clear support pathway upon release from HMP Feltham. Working with families and friends to aid participant's reintroduction into the Community.
  • Create a flexible Educational Pathway for young offenders, which reduces the cycle of youth violence in our communities. Using physical activity, the brand of Chelsea FC and empowerment through education to improve young offender's personal development.
  • Plan and deliver structured, progressive and educational accreditations that will offer sustained participation with Chelsea FC Foundation, ensuring schemes of work and session plans are readily available on request from FA, PL, HMP Feltham or Chelsea FC Foundation assessors'. To prepare session/lesson plans and ensure participation forms, recording sheets and registers are completed accurately and given to the appropriate Chelsea FC Foundation or associated staff member.
  • Lead on the Youth Offending programmes responsibilities for monitoring and evaluation in accordance with the needs of each funder, including liaison with senior staff of HMP Feltham and the Premier League as a 'Views' user. Ensure project reports are completed and submitted at 6-month intervals, or as and when required internally or in accordance with the needs of each funder.
  • Work with Head of Region and London Community Manager on the strategy of Youth Offending initiatives within London, identifying service gaps, associations and potential grants and tenders. Ensuring all service lines have taken into account the individual participants needs.
  • Ensure all Youth Offending funded projects are delivered within the prescribed budget, and records of all project spend is collated in accordance with the funder's requirements.
  • Ensure success stories are captured through working with Chelsea FC Foundation/Chelsea FC media staff.
  • Lead on the Youth Offending programmes responsibilities for Safeguarding Children and Adults at Risk in accordance with the Chelsea FC Foundation and HMP Feltham's Child Protection and Adults at Risk Policy, including liaison with Chelsea FC Foundation's Head of Region - South East to report all incidents.
  • Ensure the relationship with Young People and adults at risk is appropriate and language, behaviour and demeanour is suitable. The Company will expect you to undertake training to ensure an understanding of best practice in relation to Young People and/or Adults at Risk.
  • To follow safeguarding policies and procedures as outlined by Chelsea FC Foundation and HMP Feltham and report any safeguarding/welfare incidents that may take place during, before and after a session to the relevant officer, as well as the production of risk assessments for every session.
  • You will be responsible for the welfare of children and adults at risk in your care and should not leave them in the care of others. You should ensure that all children are signed in and out of all activities by a parent, carer or teacher/associated staff member.
  • Represent Chelsea FC & Chelsea FC Foundation in a professional manner at all times and only undertake CFCF work and any other additional authorised paid work with organisations that does not risk a conflict of interest.
  • To be well presented at all times wearing Chelsea FC uniform and be available at venues ready to start sessions at least 15 minutes prior to activities commencing.
  • A criminal disclosure and identity check will be carried out.
  • Deliver additional roles and responsibilities agreed by Line Manager.

PERSON SPECIFICATION

Essential Experience

  • Knowledge of Chelsea FC Foundation and the work of the Charity.
  • A strong knowledge of community engagement programmes specifically tailored to the provision of young offenders.
  • Previous experience of working with or as part of the criminal justice service.
  • Have a good understanding of current young offender services and charities across London, be able to signpost participants accordingly, and build partnerships.
  • A knowledge of M&E programmes relevant to the industry sector.
  • Experience in Line Management of full-time and sessional staff.
  • Working with and in line to an agreed budget.

Desirable Experience

  • Experience of working within the sport or charity industry.
  • Experience of managing funded projects.

Essential Qualifications

  • Educated to degree level or have a minimum of 2 years' experience in the industry sector.
  • Accredited Tutor and/or qualified teacher status.
  • Minimum Level 2 Sports qualification (football is preferred), including industry First Aid and Safeguarding Children Certificates.
  • Institute of Leadership and Management Level 2 - Mentoring Skills Programme or Equivalent

Desirable Qualifications

  • Hold a clean driving license & have own transport or be willing to us public transport to travel across the working area.
  • Youth Work in Practice level 3 or equivalent.
  • Institute of Leadership and Management - Level 2 in Team Leading.

Essential Skills

  • Ability to deliver a multitude of Inclusive learning initiatives. Motivating and inspiring young people to engage in academic and vocational qualifications.
  • Ability to engage with hard to reach groups, deliver inclusive activities and have an understanding of issues young people face in modern society.
  • Passionate about supporting young offenders to break their cycle of youth offending.
  • A good understanding of Safeguarding policies and procedures and effective implementation.
  • Good communication and organisation skills.
  • Confident and outgoing personality.
  • Positive Attitude

Desirable Skills

  • Strong written skills with a key focus on application and bid writing, monitoring returns and media content.
