Health Hub and Community Manager - Bolton

Grade/Scale: Grade 8 - SCP 33-37 (£29,323 - £32,486)

Hours: 37 per week (full year)

Accountable to: Director of Business & Finance

Contract: Permanent – starting date to be confirmed

Reponsible for: All individuals employed or volunteering at the Health Hub “out of hours” provision. Principal point of contact regarding community events and supporting facilities on school site including Swimming Pool, Sports Hall, MUGA and Community Education.

JOB PURPOSE

To manage and develop a new programme of events to encourage wider use of school sports facilities and other areas in school, to benefit pupils and the wider community, ensuring the programme is at minimum self-financed and school facilities improved by additional investment.

To seek additional grants and new funding opportunities to improve and develop school facilities.

MAIN DUTIES AND RESPONSIBILITIES

Strategic Management:-

Specific responsibility for the Health Hub Leisure Centre management to include:-

  • Develop a community programme to extend the range of community use at the Health Hub, to enhance the school’s community links and to target a planned programme of improvement of school facilities supported by income from lettings and grants.
  • To undertake the efficient delivery of services in line with the approved aims and objectives of the school and Health Hub Sports Committee.
  • To have responsibility for the organisation of appropriate training necessary to fulfil the specialist role.
  • To ensure that the position is the principal point of advice in school regarding new legislative demands affecting delivery of community lettings, particularly in the swimming pool, sports hall and MUGA.
  • To manage, in conjunction with the School Leadership Line Manager, the recruitment of staff to develop the community lettings programme.

School Specific Management Responsibilities

Buildings

  • To have management responsibility for the day to day operation and development of a range of sporting activities in the Leisure Centre, Gym, Fitness Suite, Swimming Pool and MUGA.
  • To oversee the safe and efficient operation of plant and equipment at the Leisure Centre/Swimming pool.
  • To liaise closely with the Facilities Manager to identify specialist areas and ensure duties of both site and Leisure Centre staff are clear and transparent and that maintenance routines and responsibilities are appropriately managed.
  • To liaise with the Director of Business & Finance regarding estimated costs of planned maintenance for Leisure Centre facilities and equipment and expected impact on the school’s three year Capital Building Programme.

Health and Safety

  • To ensure that all operational procedures, health and safety requirements, financial regulations, legal requirements (including licences) and management instructions are complied with.
  • To ensure staff are aware of Health and Safety policies of both Bolton Metropolitan Borough Council and Health Hub Leisure Centre and able to interpret their role in supporting safe delivery of services to customers.
  • To administer and maintain a system of appropriate Normal Operating Procedure documentation, Customer Care plans, Facility and Staff Care plans.
  • To monitor and maintain records relative to all operational activities of the Leisure Centre including risk assessments, incident reports and maintenance records.
  • To monitor and evaluate the implementation of recommended procedures and to ensure that lettings adhere to school requirements.

Staff

  • To ensure all areas of the Leisure Centre/Swimming pool are covered by appropriately qualified staff during opening times.
  • To manage staff directly employed to deliver activities related to community lettings and ensure relevant training has been delivered to carry out allocated tasks safely, correctly and effectively in line with school policy.
  • To ensure staff employed outside of school hours are aware of school values and ethos.
  • To introduce and maintain working arrangements to ensure lines of communication outside of school hours are robust and systems are in place to ensure staff have confidence to deal with incidents, which may be beyond their level of expertise or responsibility, in an appropriate manner.
  • To monitor and evaluate staff training needs.

Service Delivery

  • To encourage liaison with users of the school facilities ensuring the standard of events delivered are appropriately managed and in line with school policy and standards.
  • To attend all meetings as required by the School Leadership Line Manager.
  • To monitor Quality Assurance procedures.
  • To be aware of school calendared commitments and to communicate to the leadership team the potential impact of planned annual lettings arrangements regarding specific subject areas or other organisational demands including exam commitments.
  • To bring to the attention of the School Leadership Line Manager any operational procedures that may require amendment or change to take account of new circumstances.

Finance

  • In conjunction with the Director of Business & Finance to develop an annual business plan to promote a financially viable community programme ensuring the school’s delegated budget is not adversely affected by the impact of revenue and capital costs of extending school use.
  • To review charges made for community lettings on an annual basis in line with aims of school policy and Health Hub School Sports Committee objectives
  • To actively seek external funding opportunities to develop the community programme specifically related to sporting activities and the delivery of community activities at Health Hub School, targeting improvement of facilities at Health Hub
  • To seek best value and work within recommended school financial guidelines with regards to appointing appropriate maintenance arrangements and purchase of equipment necessary to fulfil lettings demands.
  • To have line management responsibilities for the Leisure Centre Cost Centre budget and Community Lettings budget
  • In conjunction with the Director of Business & Finance to develop income collection procedures from lettings minimising risk to school and staff

To respond to Audit requirements as required.

School Improvement

  • To be aware of the School Improvement Plan and priorities to improve curriculum delivery, teaching and learning, the environment, sustainability targets, financial value and protection of assets.
  • To liaise with the leadership team regarding impact of lettings or grant applications on school organisation.

Additional Duties and Responsibilities

  • The above requirements are intended as a basic outline.  There will be other tasks relating to customer satisfaction, care and safety. 
  • The Health Hub and Community Manager will be expected to adopt a helpful and flexible approach and ensure that other staff respond accordingly in line with school standards.
  • The Health Hub and Community Manager will be expected to set a high standard of personal conduct and commitment to Customer Service.
  • The Health Hub and Community Manager will be expected to report and respond to Health Hub’s Leisure Centre Committee and will work towards fulfilment of the objectives of the group.
  • A priority of the role will include the development of positive partnership links with users of school facilities through the Health Hub Leisure Centre Committee and other interested groups.
  • The Health Hub and Community Manager may be required to undertake the roles of supporting lettings staff in order to cover the team’s annual leave or other absences.
  • The Health Hub and Community Manager is expected to undertake any other duties as and when required by the School Leadership Line Manager that are commensurate within the grade and job title of the post.
